On July 9–10, 2025, in Shanghai, China, the 4th International Forum on Drug Policy brought together global leaders, experts, and practitioners to explore innovative approaches to one of the world’s most pressing challenges: synthetic opioids.
A milestone of the event was the publication of a bilingual version of the INHR-PAX report, “A U.S.-China Joint Resource Guide to Fighting Fentanyl,” an important step toward strengthening bilateral cooperation. The guide outlines practical tools, shared data frameworks, and proven strategies to help save lives and protect communities.
JADE Initiative Director, Daniel Baldwin, attended the event, highlighting the role of cross-sector collaboration and data-driven solutions in global drug governance.
