Experts from the five nuclear-weapon states under the Non- Proliferation Treaty (N-5) met in Shanghai, November 8-10, 2025, to brainstorm potential recommendations for governments on issues of arms control, disarmament and non-proliferation.
All discussions were confidential, and experts participated in their individual capacities, so this summary is solely a product for the meeting sponsors—the Shanghai Institutes of International Studies, the Arsenault Family Foundation Beijing Office and PAX sapiens— and should not be attributed to any individual expert or N-5 state. The sponsors share these ideas in the hope that more attention to the recommendations from this confidential expert dialogue might prompt greater attention and action in official and other expert circles.
