The fourth round of the Rocky Mountain Retreat on China-U.S. Relations convened in Haikou, Hainan, from April 8th to 10th, 2025. This Track II dialogue was jointly organized by AFF China and the Huayang Center for Maritime Cooperation & Ocean Governance. Participants consisted of distinguished experts from leading think tanks and academic institutions of both nations. Discussions focused on navigating the current state of bilateral relations under the second Trump administration, emphasizing strategies for regional risk mitigation and identifying practical pathways for cooperation in critical areas such as fentanyl regulation, artificial intelligence, and climate change. The participants reached strong consensus on the necessity of maintaining high-level dialogue despite ongoing trade tensions and a joint commitment to collaborate on global challenges including nuclear non-proliferation and public health governance.
