The War on the Rocks news site asked five experts what additional steps Washington should take to address the flow of fentanyl precursors from China. Dan Baldwin, Director of PAX sapiens Joint Action on Drug Elimination (JADE) Program, was included in this list of experts. Here’s what he had to say:
“The economies of the United States and China are deeply interconnected, with significant flows of people, funds, and goods. Focusing on the specific challenge of precursors used to manufacture illicit fentanyl requires a shared understanding of how these substances move through an intricate trading system that links factories, brokers, shippers, banks, and buyers.
Understanding develops through dialogue between U.S. and Chinese regulators and experts who know these systems. This insight turns complexity into informed law enforcement actions, tracing known supply chains back to the source, and identifying the financial and commercial channels that support criminal actors. Only through this cycle of engagement, analysis, and informed enforcement — grounded in a detailed understanding of the system — can we identify weak points and strengthen supply chains against diversion and illicit trafficking.”
